Question 14: Assuming no overall tax increase, how should the tax burden be shifted to better reflect the needs of Minnesota? Explain one example.
The tax burden is already too high for poor and rich alike. I would
shift the tax burden by reducing taxes overall to eliminate tax
surpluses. Our present state budget I would use as a baseline and
reduce taxes by the percentage in surplus we have had for the last
couple years.
I believe that the fairest way to fund school districts, and provide
even distribution of tax dollars to bring academic levels of lower
income school districts up to the standards of the higher income
districts, is through state sales taxes.
