PRESENTATION:
My interest is to participate with international community with the
purpose to fortify the democracy in our countries because now a days it is
in crisis and the abuse of the power is a matter of everyday with the
participation of important national authorities that are involved in
'narcotraffic' business and they want to impose the force, including with
the fraud in the counting of the votes the election day.- I want defeat the
poverty and the underdevelopment of my people via democratic and honest
way.- In municipal elections, I was elected member of the Board of Lima Cit=
y
and the charge was during the period 1990-1992.-
I am now acting with the civic organization 'Foro Democratico' and
we are trying to join different civic forces and political parties with the
purpose to defeat the dictator and despotic President Alberto Fujimori and
to avoid a possible new reelection for the period 2000-2005.- The political
members of Fujimori's organization in the National Congress had approved a
law with a flagrant violation of the Constitution Letter approved in 1993.-
By this law, Fujimori could be reelectec once again for the period=20
2000-2005.-
Certanly my action area is the national territory with special emphasis in
Lima area.-

I am a board member of MN E-democracy and the host ISP of this list. I am
interested in citizen participation surrounding not just the elections=20
but day to day interaction with decisions on a local, state, regional,=20
nation or international level that effect peoples lives.
Currently, I am the manager of The River Project, an Internet Service=20
Provider for nonprofit, civic and government agencies in the Twin Cities=20
metro area at an affordable cost. We are a full provider offering ppp=20
connections, virtual web hotels, conferencing and other services. This=20
service is offered through the public access center for Minneapolis. =20
This allows me to also work with the potential of the internet through=20
cable. I have also worked at a community radio station and believe that=20
all of these media are extremely important. I feel that we must continue=20
fight for the publics continued right to freedom of speech and the=20
ability to communicate through these mediums and not just the commercial=20
entities.

My interest in electronic democracy is directed towards making the
Legislative Branch of our government, the members of Congress who are
there, and the candidates who seek to be sent there, more accessible to
their constituents and voters via the Internet.
For three years I was Technology Policy Advisor to Senator Edward Kennedy
(D-MA) where I helped to make him one of the first members of Congress to
get on the Internet. I also helped to bring Kennedy's '94 Senate
campaign online, created CapWeb, and wrote a book titled "The Hill on the
Net: Congress Enters the Information Age".
I am currently employed by the Senate Democratic Technology &
Communications Committee where I am essentially an Internet evangelist to
Senate Democrats. I recently volunteered as part of the web team for the
Democratic National Convention in Chicago.
My geographic area of interest is nation wide, but I'm particularly
interested in online efforts in my two home states, Virginia and
California.

Interest in electronic democracry is an extension of interest in=20 "regular" democracy. As we get busier and busier, sometimes the best=20 way to get things done--let alone find out what is truly happening-is=20 by email.=20
My interest lie in making the internet/computers available easily to=20 everyone. I believe that the big money lobbiest will end up being=20 equalled in influence by citizen groups now able to combine together=20 on various interests to weigh in with their voting power by making it=20 easy for them to be heard via the interent. Politicians are=20 interested in votes and spending money is the best and easiest way to=20 capture them. Using the power of new technology should help balance=20 out that type of influence.
Besides aiding in different campaigns/citizen groups I sell=20 experienced computers through my company Second Chances. I also work=20 in a family business in Mid Missouri selling on time payments=20 furniture, appliances, home furnishings, etc. Through these two=20 efforts I am able to meet people from all types of economic=20 circumstances which gives me a wide perspective of what is going on=20 (at least on the drawing board) I also serve on the boards of the=20 Asthma & Allergy Foundation of American--St. Louis Chapter and of the=20 community public radio station KOPN in Columbia, Missouri. Columbia is=20 where the University of Missouri's main campus is (although the=20 station is not affiliated with the University.)=20
The geographic area I would be most interested in focusing on would be=20 Mid Missouri and Eastern Missouri (Columbia/Fayette to St. Louis)

I would like to do it again federally, provincially, locally better and=20 bigger. It was a lot of work without much participation.

I am sort of an "information activist" and have been involved with many projects and discussion forums related to government's use of the global information infrastructure, and on information policy. I've been one on the main contributors in the GovNews project which is creating a new usenet news system for use by governments worldwide, <http://ftp.sterling.com/govnews> <http://ftp.govnews.org/govnews>
Recently, I have been hired as a consultant for the Smart Voter project, www.smartvoter.org or www.svi.org, a joint project between the League of Women Voters, Smart Valley Inc. (www.svi.org), the Santa Clara and San Mateo California County Registrars, and a number of local new media. This will provide an online voting guide which includes information on local candidates. I'm writing a program to look up a customized ballot based on a user's address and zip code as the entrypoint to voter information.
There will be links to articles and information from the SJ Mercury News, KQED FM, as well as other sources. There will also be an online discussion forum, both closed moderated analysis and an open forum.

I believe that in the frequent absence of quality journalism, government and nonprofit institutions urgently need to provide Internet-based and other resources to help citizens more effectively find election, public policy and other civic information. I'm especially interested in methods to help these institutions **attract** the general public's interest to their efforts.
I spent 11 years as an editor or reporter at daily newspapers in Connecticut, but recently moved to Seattle and earned a Master's in public administration at the U. of Washington Graduate School of Public Affairs. Now, as Communications Manager for the School, I'm involved in several projects related to use of the Internet by public and nonprofit institutions.
An elections-related project I'm involved with is Washington Votes! (currently not being updated), which seeks to provide a clear look at candidate positions on the issues, and provides some other resources. I'm also involved with APEC EduNet, a special Web-based effort to improve policy collaboration between researchers, government officials and others in the 18 member nations of the Asia-Pacific Economic Cooperation group. (Some lessons for e-democracy will arise, I think.)

Defining "electronic democracy" would be an excellent start! We are interested in two-way communication with citizens through the Internet: how comments can be synthesized efficiently, what is the process by which governments are accountable, what is the role of non-elected government officials?=20
With a background in both journalism and public administration, I am involved in interdepartmental initiatives to help the communications branches understand the Internet and use it as a privileged medium between their departments and citizens, either for promotion or delivery of services or for consultation.
I am looking for the best way to synthesize comments received through a consultation, and guidelines for government officials. =20

I've been interested in the topic since 1971 when I was first exposed to the nascent ARPANET, which then grew into the Internet. Even in those early years the governance of the Internet (often described as contained anarchy) inspired me as a model for how a community can make decisions and act collaboratively.
My background includes 25 years in the networking arena - as a systems engineer, proram manager, product manager, entrepreneur, including 7 years at BBN right smack in the middle of a lot of the action.
All through this, I've become more and more convinced that the Internet represents an important step forward in allowing us all to be informed citizens and particulate in deliberative democracy. Sort of like getting back to the small New England Town of 200 years ago -- everybody knew everybody and everything, and everyone could get together in town meeting, make decisions, and carry them through. It seems like networking can make this possible again - over larger geographic spans and with lots more people "in the room." In some sense, the Internet is an existance proof -- it keep working, new protocols are deployed, things change, but no one is in charge of the 1000s of organizations that run the various pieces of the Internet ---- but somehow the ability to communicate easily makes it possible for everyone to collaborate.
In 1992, a group of us founded the Center for Civic Networking to try to see what we could do to work on some of these ideas. Since then, we've been speaking, writing, consulting, building web sites, putting public access terminals in libraries, etc.
